move assets dir outside of app
...
This allows for recursive directory searching of css files inside
app directory which was previously not possible due to css files
being stored in assets directory.

Add minor rendering optimizations

File display flickers when it's underlying map is cleared on each
render. Should now clear only if there are changes in the cached
file lengths.

Decompose config tab to multiple components
...
The config_resolver.js file will be used to handle the /config route
and can take in extended path for proper resolving.
The require polyfill does not have the concept of directories and
multiple paths so the name has to be preceeded by "config_" until
that is fixed.

Implement basic css styles

The existing css has been disabled for the moment and a new css
file theme.css has been created. Respective components modified to
reflect changes for css selectors.
