drbob a34064334d Improvements to DHT to support Relays. 
- Updated DhtMode Flags.
 - Allowed DhtMode Flags to be set independently.
 - Set RelayMode to ConnectionManager.
 - Added dropRelayServers() / pingRelayServers()
 - Added Support fns for above two functions.
